Chief Development Officer - WHO Foundation

Valerie Boulet is the Chief Development Officer at the WHO Foundation, where she leads global fundraising and partnership strategies in support of the World Health Organization’s mission to improve health outcomes and advance equity worldwide. She oversees teams responsible for mobilising resources from individual donors, foundations, and the private sector to fund critical initiatives, including emergency response, health systems strengthening, and innovation.

With more than 20 years of experience across the health, higher education, and cultural sectors, Valerie has a proven track record in strategic philanthropy and organisational growth. Prior to joining the WHO Foundation, she was Director of Development and Alumni Relations at the London School of Hygiene & Tropical Medicine (LSHTM), where she led the school’s fundraising strategy—driving major giving, alumni relations, and fundraising operations in support of research, scholarships, and institutional development.

Previously, Valerie held senior roles at King’s College London and King’s Health Partners, where she led major gift fundraising for global health, neuroscience, mental health, and cardiovascular medicine. Her leadership contributed to King’s £500 million campaign and the formation of long-term partnerships with high-net-worth individuals, foundations, and corporations.

Valerie began her career in the arts and cultural sector, leading fundraising at the Horniman Museum and the Geffrye Museum, and serving in development and communications roles in Paris, including at the Musée du Louvre. Across her career, she has consistently built high-performing teams and designed ambitious fundraising strategies with measurable impact.

She is also a Senior Adviser with GG+A–Huron and a regular speaker, notably with CASE, where she shares expertise in international philanthropy, campaign strategy, and leadership. Valerie also remains committed to social impact, having contributed to HIV/AIDS awareness and care initiatives in various international contexts, and supported Tibetan communities in exile.

Valerie holds three master’s degrees: in Communication Management from London Metropolitan University, in Communication and Human Resources from Sciences Po, Paris, and in Medieval History from the University of Paris X – Nanterre.
